"the end of the cold war brought an end to the bipolar system and now the united states can act alone without the agreement of another superpower. it is in complete contradiction with the philosophy of the united nations, which is based on multilateralism, and taking decisions by consensus. the current us philosophy is: "we don't need consensus; i decide."
